   how do i wrap my mind around this? what’s going on? are these all painted strips of film? or is it a mixed (source) media video?

      What you’re looking at is a combination of video footage (often slowed down), and video with painted filmstrips superimposed by compositing. The water itself takes care of most of the abstraction.
